    The program is mostly for persons with severe disabilities who need ongoing support and assistance. As part of this program, the support is usually provided to the disabled individual by a job coach who meets regularly with the person on the job to help him or her learn the necessary behaviors and skills to work independently. Many individuals with a disability live on a small, fixed income, limiting their ability to pay for housing. Individuals with mental, physical, and developmental disabilities need affordable, conveniently located housing that has been (or can be) specially adapted to address accessibility issues and include on- or offsite support services, including inpatient/outpatient day-treatment programs. The Iowa PATH program is funded by a federal grant from the Substance Abuse and Mental Health Administration (SAMHSA). Provider agencies in Des Moines, Waterloo, Cedar Rapids, Davenport, Iowa City and Dubuque provide PATH services under a contract with Iowa's Department of Human Services, Division of Mental Health and Disability Services.

There are many federal housing resources available to persons with disabilities. These include affordable rental housing and supportive services to help disabled persons maintain independence and involvement in the community.

The Fair Housing Act prohibits discrimination in housing and housing-related transactions because of disability. Section of the Rehabilitation Act prohibits discrimination on the basis of disability in any program or activity receiving federal financial assistance. As a group, full-time, year-round workers with a disability earn 87 cents for every dollar earned by those with no disability. However, among people working similar jobs and schedules, the median earnings for workers with a disability are either very close to, or not different from, earnings for workers with no disability.People with disabilities have worse living conditions–including insufficient food, poor housing, lack of access to safe water and sanitation–than non-disabled people.

Because of extra costs such as medical care, assistive devices or personal support, people with disabilities are generally poorer than non-disabled people with similar income.
